So I hooked up my pc to the tv and try to watch some flix. But there is this horizontal line across the screen that flickers occasionally. Any idea on how to fix it?

I went into nvidia control panel and upped the refresh rate from 59hz to 60hz. The line is there but still thinner. Also it flickers more when the camera moves/pans fast.
