Before I send my laptop in for repair, I need an answer to a simple question. Do notebook fans always run?

At least one of the fans on my Z70va are not working and I was wondering if it's possible that the fan may have been turned off instead of actually failing.

No, on newer models the fan may always be on (just at low rpm) but that wasn't the case in the days of the Z70va. Presuming you haven't installed something like Speedfan, NHC or other software that you've used to control fan speed/threshold, if neither fan runs when you stress the system via either benchmark, virus scan or gaming then there's a problem and you need to get it fixed or the system will cook itself to auto-shutdown.

Sometimes the ACPI can get buggy and the fans will kick in after you reboot following a stress test, but if that doesn't happen then it could be any number of issues (none of which fall generally into XP's control) - bad sensor, bad internal electric line connection, too much goo and the blades are stuck, too much goo in the vent and you just can't hear the fan....

I'd check the goo theories first before sending it in - given the age of your system, it might just need a good cleaning to make all better :).

Well it's been two years since I bought it so I'm betting on the goo theory. I was able to clean out the vent that I could get to, but trying to clean out the others pretty hard to get to.

the gpu fan is always on
the cpu fan depending on the bios rev can enter idle but on a 2yr old notebook if browsing or doing anything it will remain on in low rpm
