Its really annoying to disconnect form the internet by accident or turn off the touchpad. Are there any programs to turn these off?

Disabling Hcontrol from the startup processes should do the trick.

    Yes.

    Go Start>Run>Type: "MSCONFIG"

    Press Enter

    Select "Startup" Tab

Under the "Startup Item" column, find "Hcontrol".

    Uncheck it, Press OK, restart.

Should remove button functionality. And to enable it again, do the same process, but check the box.
