Two methods that I have tried: First one = 60%, second one = 100% silent
(Tested on my N53JF-XR1)
i) Opening the "recording" tab in sound settings (it's like putting a silencer on the CPU whine)
1) Windows orb
2) Control Panel
3) Hardware and Sound
4) Sound
5) Recording
Whenever i'm on the recording tab, the CPU whine becomes silenced to around 40% of what it was. Try it by just pressing the other tabs and the whine comes back at full blast!
ii) Disabling processor idling (increases cpu&gpu temps and power consumption)
1) open regedit (press windows orb and type in regedit.exe and hit enter)
2) navigate to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerSettings
and search for 5d76a2ca-e8c0-402f-a133-2158492d58ad (CTRL-F to search)
3) double click Attributes and change the value from 1 to 0.
4) now right click on the power icon in the tray, go to Power Options,
5) click on change plan settings for your plan, then click on Change advanced power settings,
6) scroll down to Processor power management and you should see a setting called Processor idle disable, change it to "Disable idle". Click on Apply.

CPU and GPU temps increased around 10 degrees celcius for me so I opted out of this option.

thanks for the first tip, i knew about the 2nd one and obviously that's not really an acceptable workaround. the first tip does make it seem like it's related to the microphone/speaker feedback. as of now, it's whine free! but the fan seems to be on. but the fan sound (very slight) is about 254,642 times better than the annoying high pitched whine.
also, good to know that this isn't limited to just a specific cpu (mine's the i3 m 370 @ 2.4ghz). i'll keep that in mind if i do get rid of this and find a replacement.
[edit] adding a new potential fix for some people (doesn't work at all for me, i just hear the sounds around me back through the speakers)

Right click on the speaker icon on the desktop icon tray in the bottom right hand corner. Click on recording devices. Select the microphone and click properties. Select the listen tab and check the box that says listen to this device. Then where it says "Playback through this device:" Make sure "Speakers (Conexant CX20671 SmartAudio HD)" is selected.

I'm curious, do we know whether the sound is the only inconvenience, just a harmless buzz, or could it be a symptom of a more serious problem in the making?

I don't think it's harmless... i'm starting to hear the buzz anywhere I go when it gets quiet..... am I going crazy? Lets hope my new one tomorrow doesn't have have this problem.

All (I'm about 80% sure) current icore laptops have this whine. It's actually perfectly normal. It's just a sad tale of intel and motherboard makers not q/a testing and getting their heads straight.
Since it's caused by an idle processor, there's no fix that doesn't involve running the cpu and heating the computer. Not everyone has the hearing range to hear it.
For those of us want to put a shotgun to our heads when it comes on, all we can do is watch a lot of movies or wait for the next generation of processors. -
I think the reason the first workaround works is because it keeps the CPU busy...

I also want to point something out that us users on the U35JC forum figured out.
The whine is not apparent when using Internet Explorer versus Firefox/Chrome. The sound also goes away when you turn off your browser completely. I am curious why the whine is there with Firefox, but not IE. -

In the firefox address bar type about:config and press enter
Then paste dom.ipc.plugins.enabled.npswf32.dll
Double click it so it says false.
On restart you will no longer have any more cpu while browsing in firefox.
alternately, there's this, not sure if it would work on our laptops, i haven't tried this as the first fix fixed the issue for me.

My u30JC has done it with no browser open right after windows gets open fully. But I have two exact same models and one doesn't whine at all. But it needs to be returned since it has a small scratch on the screen.
The 2nd fix I had just found and boy it runs the fan non-stop and kills battery life. No a usable fix at all. Hvant tried anything else yet. Does anyone know if any certain models do not have this whine at all? I dont get why the other U30JC I have does not do it at all (they are U30JC-X3K notebooks I have) -
The Problem - as identified in previous posts - is the CPU going into idle state. Something about the electricity and components...
All solutions i have seen just ensures a continuous use of the CPU which eliminates the whine, but kills the battery at varying rates.
First there is the solution where you edit some value in the registry database, which makes all processor kernels go 100%. This is borderline stupidity.
The solution i ended up with:
Run BOINC (the program where you let Fight Cancer, SETI etc. do data-crunching with your computer) continuously on the computer.
Make it use only one processor kernel (with 4 kernels that is 25%)
Let it run 100% of that kernel.
These settings use 25 % of the CPU continuously which completely eliminates the whine - and you help fight cancer -
