My apostrophes and quotation marks only appear after I press another key, and this only happens with the "/' key. The rest of the keys work fine (for now). I followed the instructions in this thread: http://forum.notebookreview.com/showthread.php?t=252283 and this hasn't solved the issue. Does anyone have a solution?

Are you by any chance using some localized keyboard layout (non-US)? Similar things happen e.g., for the Dutch keyboard layout.

If that is the problem, then it's a "feature", not a "bug", but I have no idea what it's for, and it's so extremely bothersome that I find it difficult to justify regardless of what functionality it enables.

Solution in this case is revert to US layout.
