So I walk into my dorm room today, and i glance at my mobmeter and it read 99 degrees C...no fan on or anything.
I turned the computer off immediately and threw it infront of a portable fan I have laying around...sooo I take it my fan is busted? whats the next step from here... (I have the extended warranty)

These processors are quite durable and can actually handle temperatures of ~120 degrees. Although 99 is quite alarming, you shouldn't be worried... yet.
It could have just been a one time thing. Turn it on again and stress the system... if it doesn't turn on again, I'd suggest sending it in for repair. -

Were you running any aftermarket graphics drivers, Speedfan or anything else not stock? Some of these (esp Speedfan) have occasionally been reported to interfere with the BIOS' ability to monitor cpu temp and engage the fan, thus keeping it off....

I used to hit 100~ when gaming, my fans always stopped for odd reasons. I found out that NHC was making it that way, so I reinstalled the newer version and ever since it was fine, never hit above 80~ nowadays.

... that's why the use of any program that can change the fan speeds technically could void the warranty.
Luckily, the cpu can really take a beating and the system will shut down once it hits a certain level anyway (well below critical temps)... so I'd worry that your fan wasn't on, but not worry so much about your cpu or the system. Check the software out and keep an eye on it. -
all of my video and software on the PC that involves the bios and such is completely OEM....not even updated to new versions or anything lol.
The fan DID kick back on again around 60c -
