Alright, i updated my drivers, and it seems to have made a difference because i gained a bunch of points on 3dmarks, and i downloaded a new version of riva tuner, and everything seems to be running really really low :(

is this normal because i remember my memory clock used to be at like 700, and the core clock was at about 475 or higher.

This is really interesting, normally I thought rivatuner downclocks the core and memory when idle in order to lower temps after changing the core and memory clocks to O/C.
Yet here I see Rivatuner doing so without messing with the clocks speed...
    I do assume you haven't O/C'ed right?
Anyways run a 3d application while monitor is in background and you should see the normal speed rise while running the application.

Yup, I'm 90% sure it happend since you messed abit with the speeds..
Anyways, as long as it's fine in 3d applications you shouldn't care too much...

Well, you wouldn't really have any way to find out I guess since I have no idea about a program other than Rivatuner which can monitor your core and memory speed.

Thats normal. Your gpu has stages, so it can save battery life and produce less heat and such. When not in use it downlclocks itself for those reasons. When you start up a gaming application it clocks back to its default values.

To save the overclocked settings you want and keep those clock settings. Just enable rivatuner to startup at windows default and it will create a log based on your settings and change your gpu clocks on startup. Just check overclock on startup. You can also overclock through your bios but thats a a somewhat long and risky procedure.
