Just updated driver from 162.18 to 178.28 and now powermizer doesn't function while plugged in, only in battery mode. Nvidia control panel states powermizer is enabled. Previous driver immediately downclocked the card to 175/100 now it sits always at 475/400 unless on battery. Is this usual?

Different drivers will yield different results. I'd suggest rolling back to 162.18 since idling with 475/400 will eat up your battery life much faster and potentially eliminate the powermizer issue.

It works in battery mode. I have found however that this driver seems more efficient now my temp still gets down to 52C and max of 79C even without powermizer.

I tried several drivers before, and noticed that some versions allow powermiser and /or overclocking while some others simply did not allow any of these features to work. So you have to test each driver version and find out one that works for you.
