All my laptop's Fn keys were working as expected until I did a clean install on a new drive. The Fn keys did not work at all at first which was expected. Installing the driver ATK0100 ACPI UTILITY (Version 1043.2.15.75) and the program ATK Hotkey (Version 1.0.0054) allowed me to utilize all the Fn keys EXCEPT Fn+F9 which is to disable/enable the touchpad.

For good measure, I installed the program ATK Generic Function Service (Version 1.00.0008) and the program ATKOSD2 (Version 7.0.0007) which both did not seem to help.

While the function key command was still not responding with the generic touchpad driver from Windows, I decided to install the touchpad driver given to me from the Asus website. It was called "Elantech Touchpad Driver" with Version 7.0.5.9. Unfortunately, this was blue-screening my computer the moment I used the touchpad after the install. Luckly, I tried installing Version 7.0.5.16 from the Asus website where it installed with no apparent hiccups. The device is formally called "ELAN PS/2 Port Input Device" btw. But my Fn+F9 still doesn't work though.

Although unpreferred, the option to manually disable this touchpad in the device manage -> device properties is greyed out as well.

Am I missing a crucial Asus/ATK program/driver that controls the touchpad hotkey? All my drivers/programs where downloaded from ASUS - Notebooks- ASUS G60Jx

    Before you ask, my specs:
    Windows 7 64-bit Home Premium SP1
    Core i5 M 430 2.27GHz
    GeForce GTS 360M

So I solved my own problem.

Preemptive TL;DR - Don't always take for granted the drivers that are given to you by your laptop's manufacture. They could be idiots.

So I was looking through my screenshot programs that were installed on my previous drive and found out that instead of the recommended Elantech Touchpad Driver, it was Synaptics Pointing Device Driver (Version 14.0.1.1). So I went to Drivers | Synaptics and downloaded the most up to date driver which is currently version 15.2.20.0 and to see if that fixes my issue regardless of it being identical of the previous version. Sure enough it worked like intended. It also worked after uninstalling ATKOSD2, ATK Generic Function Service, and bloatware "Synaptics Gesture Suite featuring SYNAPTICS | Scrybe" (version 1.6.5.17120).

So I have no idea why Asus tossed out Synaptics for Elantech. In doing so it wasted my time and probably a few others with its errors and bluescreens. Also, the Synaptic driver is much better than Elantech with its primitive features for touchpads.
