Do you by chance have any virtual drive software like PowerISO or MagiISCO? I had PowerISO on my G1S and couldnt write on any cd/dvd, always read 0mb available when it was a 100% blank disc. Uninstalled PowerISO and i was good.
Are you able to play back DVD movies okay? I had a problem with suttering/choppy playback as well with powerISO installed.

iTunes? Or other Apple software? They can cause problems as well.

Try to boot your system with a Linux LiveCD or Windows setup disk. If it works before bootup, it means there's something software messing you up in Windows. Otherwise, it might very well be hardware...
