So I have never had this problem before. My T7500 CPU's multiplier is stuck at 6x and will never go up to 11x regardless of what I am running (wPrime, 3DMark06, SuperPI), etc. I tried selecting different power profiles, creating new profiles, modifying existing profiles, no change. I even tried to reinstall the system. I installed XP twice and Windows 7 twice. Still stuck, always, always, always at 6x. I monitored it using Everest and CPUZ to confirm.
There doesn't seem to be an option in BIOS to disable SpeedStep either. What on earth is going on?

did you try overclocking with the BSEL mod?
Because that would give you the same result. -

Does it happen when you are on AC power?
maybe it's a bad CPU, do you have warranty? -
Yeah, it does happen even if I plug it in. And the two year warranty has expired...

Maybe you should re-seat the CPU?
