Ok after reading lapboy's question about somebody saying they didn't have to pay duty on computers imported into Canada, I FINALLY called Customs and spoke with a very pleasant lady.
There is no duty charged on laptop computers coming into Canada from the U.S. She said there are a number of electronic items that the gov't doesn't charge duty for and laptops are one of them. She said all you'd have to pay is GST and PST (except Alberta) and that's it.
Now, I failed to ask whether that includes items that are not manufactured in the U.S. but considering there is like one brand that's manufactured in the U.S., I would assume where it's manufactured has nothing to do with it. If somebody else wants to call them and ask that question, that might be good just to be totally clear.
1-800-461-9999 (I didn't have to wait on hold at all - she picked up right away. Just hit 0 at the main menu to get to a service rep)
Anyway, this is good news!

Somebody else should call again and just verify that there is still no duty if the goods are manufactured overseas but are coming to Canada through the US. I can't believe I forgot to ask that.
I think the no-duty thing will apply even if you are having it shipped to you in Canada, you don't necessarily have to carry it across the border yourself. But then you'll have to pay shipping, but how much are you going to pay to carry it across yourself anyway, whether it's a plane ticket or gas!

The fact that the laptop isn't made in the US shouldn't affect fees at the border. It depends on whether there's a difference between Canada's import policy from Taiwan and the US's. For example, if Canada charged a lot less to import a particular item from China than the states did, you wouldn't be able to just import it to Canada and then bring it to the US to avoid higher fees. In that case it would matter. But as long as they're the same...and for laptops from Taiwan I'm almost positive they are...it doesn't make a difference. -

I didn't call UPS. I called Customs Canada and spoke to a Customs Canada representative.
However, based on all the documentation I've seen online, there is some question as to whether or not products manufactured in a country other than the U.S. or Canada are still exempt from duty, as I believe this falls more under NAFTA than ITA. Nobody seems to have followed up on this, so I guess when/if the Canadians Justin sent W3s to decide to let us know if they were charged duties, then we'll have a better idea.

GST is a 7% federal tax. PST is a provincial tax that varies from province to province. Quebec is 7.5%...not sure about the others.

Yeah the taxes definitely aren't cheap. But had i purchased a laptop from any local canadian store, I'd still be stuck paying the same in taxes.
