I started a guest account on my laptop running Vista Home Premium and I'm trying to disable some start-up programs in Guest via mscofig, but I can't because I'm not an "administrator." Is there a way to work as an administrator in the Guest account or to access msconfig in Guest? Thanks!

You might try searching your hard drive for msconfig.exe. When you find it, right click on it and choose Run as...
I don't know if it's all the same in Vista, though. You can try it, though. -
When you create the guest account, Vista allows you to choose the type of activities that can be done with the guest account. These however are pretty general and AFAIK don't allow control specific program privaleges. It does let you control internet usage, installation of files and such. Not sure if that helped
