Take a look at the Asus U31SD-A1 its a brand new model and available. Its a 13.3" computer and within your price range. Its rated at 8hrs battery life (real world will vary)
It's silver instead of black and no optical drive in it, but you can get an external for when you do need one.
The biggest plus about this computer is the Second Generation Core i cpu which is the first to start shipping for Asus in 13.3"
Everything else you want is possible to put in there and can get to you quickly as well

For a laptop that's 13~14", it is generally not possible to have two different storage devices on board. The most you can do is probably getting a 14" laptop, and then remove the optical drive to make room for another hard drive.

Personally I'd recommend the U46SV, since it has a optical disk drive for you to swap out and replace it with another hard drive. It also have 8~10 hours of battery life while offering pretty good performance in such a small package.

The only problem with this laptop is availability. At the moment, the expected ship date for such laptop is somewhere between end of July to beginning of August. Therefore if you can't wait that long for a laptop, perhaps U30SD would be a better option.
