Are you using Hwinfo64 or Hwinfo32 to measure fan speed? If you are just check the RPM and see if it varies, the 30% reading is not accurate (at least not on the G73 which many have also reported).

Once you have Hwinfo installed open the Sensors Dialog. If your computer is supported by this software it should be there. Also what temps are you seeing at idle and more importantly while under stress (such as gaming). Also what Computer do you have?

Assuming you know nothing even about what file to edit I strongly recommend you use JOSEA's help without any BIOS modding. Very good member.
Also try to ask for help at owner's lounge.

Throw caution to the wind when attempting to "unlock" the BIOS. You can refer to this discussion board for help specifically on doing this (if you decide to attempt it): The New Rebels Haven Forum!!: The BIOS Workshop

You can also try out simple system monitoring software that gives you fan control, such as SpeedFan. I've only used it for monitoring purposes in the past, so I'm not sure how efficient/accurate it is in hardware control.

It's quite an in depth process that really needs an understanding of what is changing, so be careful.
