You are facing overheating problems. Your GPU overheats and starts throttling. I guess that 3 mins lagging your fans work very loud and after 3 mins much quieter. Notebook cooler can solve your issue.
You can PM me anytime with your questions. I will try to help.

Is there any software that I can force with it the fan rotation to 80-90%?
    Thanks in advance

There's no way to set your fan speed.

By the way, how are you checking your temperatures in-game? Are you alt-tabbing or are you using something with an onscreen display?

    Just alt-tabbing to check GPU-Z.

Try something like EVGA precision, which displays temperatures in real time.

But it does sound like overheating. Probably need a new paste job and/or cleaning out the vents. Then again, you say it's new, so dust shouldn't be there, but heck, try anyway.
