At first, I thought I was having latency issues while I was gaming but turns out that it was my keyboard, more specifically the up directional key. I downloaded a keyboard test program to see what was going on and the up key isn't responding like It should.

What should I do to fix this?

The key itself might be having a bad connection between the membrane and the trigger underneath which requires cleaning, or the circuit could be just defective.
