Try different drivers. I'm not familiar with ATI GPUs, but some nvidia drivers prohibits you to overclock your GPU.

Remember to disable PowerPlay if you're going to try to do so. It will automatically reset the clock of the hardware based on the power mode, so you won't be able to do any overclocking while it's enabled. -
well considering everything i tried, Ntune, ati tool, rivatuner i still can't find a way to push this graphics card any. i know everyone with this type of card in their machine has had problems, then i see them get it overclocked and couldn't find how lol

i have been in ur position for a long time, this card wont overclock normally, im thinking its drivers.
-
what kind of driver did you use? and what did you use to overclock it?
-
i used driver heavens catalyst 8.5 using the mobility modder, and atitool, it took forever and wasnt even stable. Its the same way the mobility 2600 had it, it couldnt overclock untill atitool and atitraytools were updated for it. So we have to wait to get support snce atitools latest version is from 2007. Also once omega drivers supports 32bit vista for ati cards we should be good for drivers and overclocking.

roger that thanks for the info.
