    I run GPU-Z and it recognize my 8400M G only PCI-Ex 8x not 16x as normal.
How to enable 16x pci-e for my laptop?

I believe laptops don't have 16x but 8x PCIe connectors. Therefore, you can't enable 16x.

Check again when running something like a game or GPU stress testing program like ATItool.

My G71V down clocks the GPU and also throttles back to PCIe 1x to save power (desktop work does not need a fast link). When I run a game it steps up to 16x again.
