I'm sure each country has their own reasons, but whether or not, it's reasonable, is another issue. AFAIK, some of the compounds in certain variants of thermal grease are carcinogenic and may cause other health concerns if ingested in large amounts, eg thermal grease that contains beryllium oxide and silicon dioxide.

So generally you think it's impossible to get it because of a concern that people instead of applying as intended would eat it?

Checked wikipedia mentions korea and china having similar refugulation does not make mention of Vietnam. -

I have just read somewhere that nVIDIA's defective chips are not only 8600M and 8400M. They include my 9600GT which I'm using in my desktop. By far, my 9600GT works great, it stays at 49-62C, cool temp for GPU.
But I'm worry about my G50Vt, is 9800M GS defective? It is said that defects are caused by poor nVIDIA's engineering, which means lot of its chips are defective. -
The status of that nVidia issue is still very much at the level of rumor. While there is significant evidence of some parts being bad (e.g., the 8600) that's to my knowledge not the case for the 9600GT.
I would suggest keep your notebook running cool (i.e., clean the dust regularly from the fans such that it doesn't overheat while gaming), and if the GPU goes bad, hope that it's during the 2year warranty period. I don't see what else you could do. -

With my homemade cooler, 9800M GS peaks at 78C, really tolerable. But I heard somewhere that it's heat cycle which kill chips. My GPU stays at 49-78, which mean when games start or stop, temp rise and drop a lot. My desktop 9600GT only has to travel ~15C (49-62), but 9800M GS has to travel ~30C.
I think I will rebuild my cooler to get better cooling performance. And also focus games to my desktop (laptop for LAN party, with synchronization with desktop). -
Yes it's the heat cycles that does the damage, and their effect will be diminished if the max temps are lower -- hence my suggestion.
My G50Vt-X3 arrived, I need some help.
