Hello, ladies and gentlemen.
With stock DPI (125%) everything is smooth and crisp. After increasing DPI, in some applications text becomes blurry.
Here's a screenshot of the problem:

The menu on the left looks fine, the menu on the right looks blurry.
Here's another one:

The issue affects certain application in a seemingly random fashion. Turning on and off clear type makes no difference. Both Nvidia and Intel video drivers are updated to the latest version.
I've tried fiddling with various settings but no dice. Has anyone encountered the problem and found a fix?

It depends on how the menu or site is handling and adapting the text graphics for the non-standard DPI you're using, and how well they scale up into the new DPI settings, and possibly to some extent by the LCD screen resolution. Somewhat similar effects can be seen when one changes the screen resolution from native, without altering the DPI.
Blur is mostly going to be caused by Windows having to approximate the vectors as partial multiples, i.e. everything will have to be dithered and various degrees of blur will occur depending on the original fonts and the new scaled output within a specific window or menu. Some text and vectors will work better than others; this is handled mostly on the code execution level - no fix really if TrueType can't adapt it for you.
