in bios what do you have set as the hard drive controller? ahci, sata, enhanced, ide, compatible?
If you have vista then it must be set to ahci, sata or enhanced

here is a list of what you can try by order
-try a ubuntu live cd if it works then the problem is with the windows reinstall it
-check the GPU ( you will need to go to a hardware shop or something like that) some times the GPU is responsible for the restarts

beige no offense but the 2 things you mentioned are probably the last things i would check for. ubuntu live is ok but it is very likely that if there is a hard defect that ubuntu will work just fine.
check to make sure the hdd controller is properly set. it is a very likely reason why both windows and safe mode bsod while loading. obviously there can be a hardware defect however without any artifacts the gpu is the last thing i would want to examine

where in bios did you look to make sure it was set to sata? you would have to look under the advanced tab.

have you tried to reinstall windows yet?

    Yes, in advanced tab, SATA

I boot my recovery CD.... I think it works if I use it.

Is there any way to save my files before format?

i don't use windows format tools
my way for backuping up when the computer is messed up is running linux ubuntu from CD without installing it and copy data to a flash drive or use burning software that is with linux N.B ( USB flash drives are not recognised in linux if u didn't safley remove the drive from windows ) also the usb must be formated to NTFS good luck
i think there is a way also to backup from the recovery cds but i didn't use it
when i use my backup partition the computer asks me if i wanna backup the files already on it
