i only have three of those oddly named folders. i think they are just normal. just have a scan on them and don't open them unless you are sure of what the contents are.
i remembered last year that some .exe files are disguised as folders. change your view to "details" so that you can see whether those folders are right there form the date of your purchase or when they where updated/modified.
it's safe if you don't mess with folders. they may contain files you need -

I am pretty sure those have to do with Windows update. For sure, Windows is creating them, and most of them are safe (I'm sure someone hides their virus with something like that, as paqtrick22 said). I wouldn't be too concerned. Get a good computer cleaner, like CCleaner (google it).

That's quite odd. Have you set folders up that invisible folders can be seen?

u have your Windows update configured as 'download buy do not install'
And until you change it you will continue to see these folders.
Turn updates off totally and u wont see them anymore
Click on any of the folders and you will see a 'Updates' folder as well as a spmsg.dll which is 'service pack manager' update -
Those are Windows Updates. If the updates installed, you can delete them. I had some random folders like that after installing updates and they didn't self delete.

Those certainly look like windows updates to me.... However, they're not "all over the place".... they're just in the C: drive's main folder, which is where updates go by default... it's no big deal.

It is concerning a Windows update. There was a bug on one of the updates concerning MSXML 2.0 SP2. If you dont fix it, the folders will just keep coming back even after you delete them. You have to follow these steps to fix it http://support.microsoft.com/kb/925672
*there is also another simpler solution that i found on the web but i cant remember the site or how i found it. I i recall correctly you just simply uninstall the MSXML updates and MSXML itself. Go to the Windows website and download MSXML 4.0 SP2, install it, then let Windows (website) check for any needed updates. -
change your update option to "manually install updates" or something like that.
