Overclocking? Certainly you meen underclocking. If it's at the factory default settings, then don't worry, it's underclocking itself just nicely, depending on how heavily it is loaded.
If you mean undervolting, try RMClock. Although you can't undervolt at min multiplier for CoreDuos. -
RM Clock is good. Notebook Hardware control is another good one.

You cant overclock a cpu on a laptop.

I see no good reason (in general) to overclock a notebook CPU. It won't work significantly better, and you'll end up with all kinds of negative side effects: heat, fan noise etc. For most usage profiles of nowadays notebooks, the CPU (with SpeedStep, i.e. adaptive frequency adjustments on the basis of CPU load) actually stays at minimum multiplier most of the time.
If you really need more from your CPU than it can give, I can't help since I don't know any overclocking software. But think well before trying to do it, do you really need it?
One solution is always to buy a faster CPU -
