    Turn off power saving.

That's not your CPU's max speed, it's your CPU's current speed. You just found out how Power Management works (centrinos don't just use less power :p)

Considering you are using a laptop and its probably configured by XP to be a laptop, then it runs at lower speeds when the CPU is not being stressed. It can change speeds pretty quickly (several times a second) and it is possible that something like super pi may not even force it to full speed.

If you want proof, just go to control panel -> power options -> and set to "always on". Then try CPUz again. You'll want to switch that back to portable/laptop after you've done this else your battery life will suffer...

Its called intel "speedstep" where in the processor lowers its clock cycles when the system is idle to save on battery.

Actually from the screenshot I can see you're running NHC and it is set at MAX battery. This will force the CPU to remain at the lowest clockspeed all the time. If you set it to dynamic switching (yellow flag), then speedstep will kick in and allow speed throttling on demand.

Will there be a conflict between the intel speedstep itself dynamically increasing and decreasing the speed and NHC?
