    What kind of shenanigans are these? I've looked up everything that I can, and have not been able to figure out what is causing this throttling to occur, or how to stop it. Has anyone else seen this on their laptop, and is this a problem, or something that is seen consistently yet absolutely normal ?

    When do you encounter the issue? And how do you know that the processor is throttling?

    i7-8750H is a locked down chips. You can’t fully unlock the power limits. You can undervolt so the Cpu can get some more power headroom.

    This is a bit old, I'm aware, but in case it helps anyone looking for a possible solution going forward Throttlestop always displayed a yellow PL1 warning with my CPU whenever sleep or hibernation were used. This happens on both my laptop and desktop, for my laptop I can just shut the lid, open it back up and bam yellow PL1.
