as you can see in the image, no matter what load I apply on the CPU(in that screen i used Prime95 to be sure that CPU works 100%), it will stay at 33% and 0.77 GHz on AC power and it will correclty scale to max freq on battery power. The rise and the drop on graph correspond to transformer un-plug and re-plug.
The system is updated(BIOS, drivers etc.), the power profiles are set up correctly.
I tried ubuntu 13.04, same behavior.
So what?
BIOS problem? I forced reflash of 214 but no luck.
AC transformer gone? It works apparently well, no overheat and it charges the battery without any problem(I did not measured the charge time).
You tell me?

It's suppose to be the other way around; downclock to 0.77 GHz for battery life preservation, and stock/turbo frequency on AC. You can try using Throttlestop to prevent the downclock, though I'd recommend you get in touch with Asus about this, as it doesn't make any sense for the system to reduce it's clocks when running on the charger.

After further investigation with Unigine benchmark, I also noticed that on AC power nVidia GT620M gets downclocked heavily to her lowest freqs.

Prime is going to hit the TDP limit on the U series pretty fast. It could be the AC is partially broken and when loaded to max the voltage drops below tolerance causing the throttle.

Glad to hear it! It would be nice if they gave specifics as to what caused the problem and prompted the board replacement.
