Usually you would need to run a TV tuner program to get the screen to bring up the display. The screen itself will not turn into a full-blown TV just by connecting the connectors. Once you run the program, a part or all of the screen becomes like a TV, but the computer is still in control. It's just pretending to be like a TV.
In order to play games on a TV-in card like that, you also have to make sure that it DOES NOT have a MPEG2 encoder chip built in (or at least be able to turn it off). If it does, chances are you'll have a 2 second delay on the video, which is useless for video games. If the tuner is anything like the other ASUS TV cards I've seen, it shouldn't have any such acceleration chip.
After that, once you get the TV working on the system and change it to video input, you'll notice that the quality of the picture isn't terribly great. You can get a program like DScaler (replaces the TV tuner program) to make the picture nicer and clearer.
