Is there any online store that would install windows media center instead of windows pro, or when vista comes out, home premium instead of business? I would also like the tv tuner and controller, or can I get that aside? If so what is it that I need can you provide link of hardware I'd need.

Pretty much you'll pay for the MCE at cost as they can not replace the Pro that is included with the W3j, and selling the Pro(On W3) is illegal.

You will need an external TV tuner and controller, you can find them at various places, from brands like Turtle Beach and ATI.

Search for a USB TV tuner, there are lots of them... Like coriolis said, you will just have to pay for Media Center, as there are no stores that will allow you to upgrade. And the copy of Pro that comes with it, is not a retail copy, and can only be sold with the W3j and not separately.
