I was unable to find that info anywhere, except for few very vague complaints about it.

Can someone tell me how is the picture quality displayed by this screen (17.3" 1600x900) and how could it compare to Toshiba L775 (TruBrite 17.3" 1600x900)?

I have no experience off hand, but I would wager the Asus screen gives slightly better picture quality. I'm fine with Toshiba, but their screens have never impressed me.

Still, they're exactly the same specs, so I think the quality will be negligible.

Which laptop were the complaints aimed at?

The complain was aimed at Asus. Are really Toshiba's TruBrites not that impressive when compared to other brands' screens?

To be fair, I don't see or hear many complaints on Toshiba's displays, where as the reverse is true for Asus (although it's usually not a picture quality with Asus, so much as it is software or firmware related). The TruBrite's from Toshiba receive mostly positive reviews.

I'm not in love with them, but I'm certainly not dismissing them. They seem to have good backlighting, but not exactly exceptional sharpness. I think color gamut between the two is comparable. It can be difficult to be conclusive since everyone's vision is different.
