    What are your system specs?

I think your graphics card might be not powerful enough for those effects. Smoke, fog, fire etc are usually the most taxing effects.
Try turning off AA and lowering the resolution.

AA is Anti-Aliasing, usually found ion the video settings for a game.

Here is a good review of your graphics card with benchmarks and approximate fps in games: http://www.notebookcheck.net/AMD-Radeon-HD-6730M.43959.0.html

Since the benchmarks may stem from a slightly different hardware configuration than yours, they might be not exactly accurate.

The games you mentioned before are quite demanding and require a good graphics card.

Check if your graphics drivers are up to date, try removing any effects like motion blur, shadows, fog and such or turn them on low settings.
Check if you are running on a battery saving state under power options.

Look if you can reduce or switch off particle effects e.g. "Particle Density" in catalyst control center.
Download a PhysX redistribution (for non-PhysX ready cards).
Try changing the CPU core affinity in the task manager.
Since particle effects use alot of CPU power make sure you have nothing running in the background, also check your tray icons.
