    Is this right?

I recently reformatted to a clean version of windows xp, and ran cpu-z and its currently rated at 996mhz, before I reformatted I could of swore it was rated 1.96ghz - maybe I was hallucinating?

I did flash the bios, and loaded the default settings, could there a voltage issue for the under clock (if there is) ?

Back to installing all them drivers and such.

    Thanks for any help!

There really isn't anything wrong...the processor will underclock itself in order to lower power consumption and heat. Try setting your power scheme to "Always ON" through the Control Panel in order to get it back to full speed.

FYI, the processor *should* raise it's clock as needed by apps so you aren't loosing any power by letting the CPU downclock.

yea, it has to do with power consumption settings, for example my laptop used to clock down when i ran it on "battery", then it would go back to normal when I hooked up the ac adapter.

Alright thanks for the clarification, I suppose it might of ran at 1.96ghz because it was loaded with 67 processes on startup. Haha.

the reason you see that with the power supply connected is becuase you used a version of windows prior to sp2. on the driver disk you have to install the chipset update then the cpu fix if you can find it. These laptops do need sp2 slipstreamed onto the disk when installing if you dont want to load drivers to correct the incorrect cpu speed. if you saw this speed while on battery then that is totally normal
