I would replace the fan, they are not that expensive..

Also, did you ever clean the heatsink?

It might be loaded of dust, I would give it a cleaning and see if it helps.

^^^^^ agreed, Try cleaning out the fans with some compressed air. Also have you done any benchmarking to see if the fans will kick on higher when those temps really spike?

Did you check if there are particles that may cause poor contact between the fan connector and motherboard?

Try updating the BIOS to the latest available version.

    Go here:
    https://www.asus.com/Laptops/X550JX/HelpDesk_BIOS/

Download, extract the files and move them to C:\, reboot into BIOS and use the built in flashing option on the BIOS, navigate to C:\ and select the bios file, and do the update.

Thats strange, but its not the first time I see something similar, I had a X550 with the i5-4200H that would run the fan always at max speed, flashing BIOS, changing BIOS chip and flash a factory image, going around the mobo, nothing would fix it, I "fixed" it by using a couple diodes to lower the fan voltage so it would be bearable to use the laptop, but it also reported that erroneous fan speed, I suspect something about the EC goes wrong on the motherboard and the fan shows the effect.

I tried a couple programs to change the fan speed(one I knew that worked before) and none have effect, its like the EC doesn't read the fan speed correctly and goes into fail-safe/emergency mode.

If you have no extended warranty you might have to live with that

Have you tried resetting your EC?
To do this, follow the steps below:
    1. turn off the unit completely
    2. unplug it from any power sources/ac adapters and also unplug all peripherals such as mice/keyboards, headphones, ect.
    3. take out the battery (if the battery is not intended to be user-removable, skip this step)
    4. Hold down the unit's power button for a maximum of 30 seconds. (during this step, the screen may flicker on and off - this is normal, do not be alarmed - please do not let go of the power button until the full 30 seconds is up)
    5. Plug in the AC adapter and turn the computer back on normally.
