    gpu staying at max clock tried a crapload of things to fix and redid my windows the weird thing is that when i hook up an external monitor and am only using the external it will work as it should

    Does forcing P states in nvidia inspector work? Are you testing it with the external display plugged in or just internal? Attaching multiple displays will always keep the clocks up a bit.
