Try reinstalling the mouse driver from ASUSTeK Computer Inc.-Support-

If it's an elantech touchpad it should have an option to disable the touchpad when an external mouse is plugged in, if you go to the mouse control panel.

If it won't turn off in the control panel, I'm not sure. Maybe uninstall, reboot and reinstall the touchpad driver.

If it won't turn off with Fn+F9, try reinstalling the atk drivers.

there should also be a setting in the bios if all else fails.. tho you'd need to reboot if you ever want to turn it on again :p
