Hi Brian. If your using Vista you can use the partition tool to adjust the size.
Check this link: http://vistarewired.com/2007/02/16/how-to-resize-a-partition-in-windows-vista/
If your using Windows XP you will have to look for a 3rd party Disk Management tool to change the partition size.
You can check here for some free XP programs: http://www.thefreecountry.com/utilities/partitioneditors.shtml
I can't vouch for these personally but there are many. I would suggest that you look for reviews on any of the software that you choose prior to using it just to be safe. Well that should get you started. Hope this helps.

Vista just right click the drive in your my computer area and select shrink partition under the tools.
For 3rd pary software I recomend norton partition magic.
whats important with both of these is they can change a partition without formating it, while most other software does. -
ok.. so i shrunk my d drive, now i have 30gb free... but i cant extend my c...

I am going to answer this even though it's old.
You can use partition tools like PowerQuest partition magic, qtParted from Live Linux, or the bootable BootIt Next Generation tool, to do what you wish.
But: I STRONGLY advise against keeping your data on C:, the OS partition. Keep all your valuable data on D:. Like that it will be safe from OS crashes and during reinstalls, and from many viruses malware etc.
how to decrease partition size?
