trying to decide between an asus k60 series laptop 16" at a resolution of 1366X768 or asus k70 series 17.3" at 1600x900. I am very picky about quality of an image and do photo editing. will the higher res make a noticeable difference? there is a $100 difference.

that would make a very noticeable difference imo. i wouldn't suggest doing photo editing on anything less than a 1440.

Quality difference is independent of resolution.

For photo editing, color and contrast trumps resolution.

But size is hard to beat. A 17" is immensely handy for photo editing.

As surfasb mentioned, resolution doesn't exactly correspond to screen quality. There are a number of factors involving a screen quality such as; contrast, saturation, brightness, response time, viewing angles, light bleeding and graininess to name a few. If photo editing is your main task you'll be doing on a laptop, it would be best if you could visually inspect the screen of a laptop before purchasing.
