A simple google search reveals that this is indeed a very common problem of the Intel CPUs. There are several potential solutions, but non are guarenteed are often have down falls as well (reduced battery life, etc). Try chaning your power scheme to see if the noise is reduced.

    What CPU? more info

The CPU whine is usually caused by the C4 sleep state.

I have this on my desktop p4. When i open an application or do anything to cause the processor to be used, it starts whining louder and when the application has loaded, the sound level becomes normal.

then you have some other problem. because the whine i am reffering is only in laptops. it comes when the processor is not under any load. this happens when cpu switches to C3 or C4 powers states.

yo flipfire. thanks for the link. but i found an alternative method for getting rid of the whine.
rmclock throttles up your processor so that it doesn't become idle. so that you have to compromise with your battery life.

but if you follow this method then you can really get rid of the buzz sound.

Go into device manager and select "Universal Serial Bus Controllers"

Now, click on each "USB Root Hub" and under "Power Management" check each box for "Allow computer to turn off this device to save power".

but everytime you restart you laptop, the boxes gets unchecked. there is a solution to this. check here.
