    The original restore partition had been deleted off my ux31a touch at one point. Is there any way to get it working again?

    I do have a fresh win 8.1 install usb boot drive and an activation code for it if necessary (though I assume my laptop should automatically know the activation code)?

    If its been deleted there wont be anohter way beside a USB flash drive or external optical drive.

    No, this is why it's stressed so much that a backup be created onto either DVDs or a USB drive. Once it's gone, the only way to get it back is to send it to Asus so they can load the factory image (with the recovery partition) back. Or, if you're lucky, you might be able to find someone with the factory image saved that can (or perhaps already has) uploaded it to a file hosting site.
