how do I get access to cpu performance settings under AC mode in this utility?

From what I know, you can only change the CPU usage for some of the settings like the Battery Saving.
If you want to have more control on the CPU, try the NHC or RMClock. -

I think that there is a configuration link if you right-click on the P4G icon in the taskbar. This only allows you to set 100, 75, 50 or 25% performance of the CPU in various profiles, however.
As Mujtaba notes, any further control of the CPU requires NHC or RMC. -
those options appear to be only available under battery modes, not for when it ia plugged in

I question why you need to throttle the CPU when plugged in. It will slow down when it isn't needed, the rest of the time, with AC power, you should let it run full bore. In some respects it is more efficient that way. These processors will shut themselves down when not needed, so the more you leave up to them the better (at least when power is a little less of a premium).

I agree with Caleb. If the Power4Gear profile uses Intel Speedstep (as opposed to locking the CPU at max speed), then I'd go on using it. I would only switch to NHC or RMClock for voltage control, rather than frequency control -- the latter is handled just fine by Intel Speedstep.

Well, he might want to use the underclocking to cool the laptop down.
Apart from underclocking the CPU, I even underclock the GPU to reduce the heat and power consumption when plugged in.
