Okay so we have a z70va which used to have problems where the screen would go all fuzzy and garbled and it became progressively worse necessitating the replacement of the motherboard.

Unfortunately the problem seems to be coming up again. For example If I start a game and then minimize it I'll occassionally see some of that fuzzy static coming back. I think it might happen under some other conditions but I can't remember. I can get rid of it by maximizing windows again and its rare so far but is there anyway to cut this problem off once and for all?

Try installing newer graphics drivers from laptopvideo2go. That may help with your issue.

That does not seem to be a hardware problem. If it is returning to normal once you switch to Windows background, that is either a driver issue or a problem related to the game.

Also make sure the laptop GPU is not overheating. Just to be on the safe side... Among others, clean the dust from the heat radiator and fan, regularly.

I am saying the above because:
