    Download GPU-z portable.
    Run the exe, right click on top left icon to drop down the menu and select "read ASIC quality"

    I got 78.7% :D
    Accordingly with Maxwell based GPU, a higher ASIC the better it performs on Turbo mode and also overclocks better without adding voltages.

    However i noted XPS15 960M is running only PCIEv2.0 and not 3.0. Another misconfig by Dell, bleh.

    Might be going to PCIe 2.0 to conserve power. Is it [still] at 2.0 under load?

    Nope, I used the in built loading of gpuz to wake up the 960m, and it still shows pcie2.0. :(
