I know how to OC desktops, but I know the bios on the 1640 isn't as flexible as a regular desktops so about the ratios / timings, is the 1640 going to be able to put the 1333 to use or should I just get the 1066?

TLDR: I'm gonna order 2x4GB ram for my 1640. Does it work with a 1333?

It will work with 1333, but it will downclock it to 1066, so there's no performance increase. Just get the 1066.

Seeker is correct. You can purchase 1333 RAM but it will automatically downclock. Core 2 don't support 1333 natively. Just buy RAM for a reputable brand and you should be good to go.
