Forgive me if I missed something (or know nothing about RAM), but why is CPU-Z reporting that my DRAM frequency is only 532MHz (Memory tab > Timings; also in SPD tab > Memory Slot Selection > Max Bandwidth = PC3-8500F (533MHz)?

    The manufacturer is Hyundai Electronics.

The specs on Dell's website for 1640 says it should have 1067MHz DDR3 RAM.

try multiplying 532mhz by a factor of 2 (since your RAM is Double Data Rate)... :)
