I recently bought the 1645 with I7-720QM, and while I really like a lot of things about this machine, I don't like the fact that it boils my balls whenever it is resting on my lap. I'm not even playing games or running CS5 or any programs remotely demanding, and the overheating underneath is unbearable.

Are there any settings I can adjust, or programs I can download that will reduce the heat output when running simple programs like web browsing or spreadsheets or emails?

not a whole lot you can do really. buy a cooling pad i suppose. Anytime you put a laptop on your lap, it is bound to get hot. ironic considering the name huh?

Ypur packing alot of power in a notebook (they dont call them laptops anymore due to having vents on the bottom). The reason its not wise to use notebooks on your lap is all the intake vents being blocked.

ATi already runs in a much smaller thermal envelope then nvidia so youre not going to gain much in heat reduction. You could try dusting and applying new thermal compound but new compound will surely void the warranty. The only way to use a notebook as a laptop is to have a IGP based notebook and doing very basic tasks. The obsession with thin and light has gone too far IMHO and has caused more issues then the convenience it claims.

I got a $15 lapdesk. It's basically a slab of plastic with a cushion. Here's an example: Lap Desk Originals Student Lap Desk Blue by Office Depot

There are dozens of these things made by many companies, and they are sold everywhere. It's like having your laptop on your legs, but without ANY heat on your legs (and in the case of the 9-cell battery, no uncomfortable battery sticking out feeling).
