Is there a way to stop the max turbo multiplier from dropping at max load with throttlestop?

Is the processor throttling due to lack of power or from overheating?

The processor isn't the bottleneck for most applications, and it will adjust its speed accordingly to how much is necessary.

The maximum multiplier for a 2630QM depends on how many cores are in the active state and the power consumption of the processor. These values are constantly changing during most loads so the maximum multiplier will also be rapidly changing. Your CPU is probably working normally. If you're not sure, run ThrottleStop and check the Log File option and then upload the ThrottleStopLog.txt file to MediaFire or somewhere convenient and post a link.

1- go to power options set minimum cpu usage 1 %
    2- set maximum 13 %
3- select passive cooling for cpu
u notice after that the intel cpu booster stop and fan sound down and become more cooler than before this work for my dell L1702 intel 2720 qm

Um, not what the OP was looking for. Plus setting the CPU to 13% speed max is pretty useless.

I have no fan issues on my 702x with 2720QM...of course what you say lowers temps, but it cripples the CPU you paid extra for. Might as well get an atom at that point.

A related question is, what is the maximum clock frequency possible for 2630QM when all 4 cores are used?

Experience with how the turbo boost is set on the Sandy Bridge chips. Intel lists the maximum turbo clock, which is always for a single thread. For each extra active thread, drop the clock by 0.1GHz.

For example, I have the 2720QM, which is a 2.2GHz base clock, but the maximum turbo boost is listed at 3.3GHz. That is for a single-threaded case. 3.2GHz if running 2 cores, 3.1 for 3 cores, and 3.0 for all four cores.
