Dell sent me back my m1530 today.
It was sent with a slimmer looking A/C Adapter, it has a blue light ring around the end of the connector. I assume they replaced my 90w one because where the cable bends right after the connect it was worn down.
I get a BIOS warning about the battery not charging, and there is a Red X on the battery icon.
Am I going to see down clocking or throttling? If so I need to get on Dells .

Is it an AC adapter unknown warning, or a battery lifespan warning?
If the former, you should probably get back to technical support and complain...
EDIT: Now that I notice it, are you actually getting the 65W vs 90W warning, give the name of this thread? -

Check the adapter to see if it says 65w.
From my own experience, I did notice decreased performance using the 65w for my m1530.
also, your battery should charge slower using the 65w adapter. -
Right, I've verified with CPU-Z that with my brightness up, I get 4x Multiplier 800ghz clock. If I turn my brightness down all the way it goes to about half at 1400mghz.
Dell is shipping me a 90w. They kept apologizing but I told them I was so happy they fixed my laptop anyways lol. -
I have a 65w adapter just like you described... Love it for traveling... the 90w is so big!

Pre 2008 Dells with dGPU + dual core should all require at least the 90 watt adapter. My Vostro 1500 with originally a T5470 + 8400M GS shipped with PA-12 90 watt adapter. That has since died and I replaced it with a PA-3E 90 watt slim adapter. Whenever I used a 65 watt adapter or ran it on battery after the upgrade to T7500 and 8600M GT, I get horrid throttling issues. Point in case, buy 90 watt or higher.
