    would dell send me one if i complained that my laptop is throttling and it would help my performance?

    No, because throttling is expected when running on battery power.

    I think he means that the 9-cell raises the rear of the laptop, acting like a laptop stand, improving airflow and lowering temps, and therefore reducing throttling. That's the reason that 1645s come with 9-cell standard instead of 6-cell.

    The only way to find out is to call Dell and ask. They may be willing to swap your 6-cell for a 9-cell. The worst they can say is no.
