I use CCCP for general video playback codecs. Do I still want Avivo?

Its optional. It also helps convert videos in different format from CCC itself.

So does this one cut down the Bad Company 2 load times that were left out in 10.4?

I installed the drivers but I get this error when I try to run CCC "Could not load file or assembly 'CLI.Implementation, Version=2.0.3713.40381,Culture=neutral, PublicKeyToken=90ba9c70f846762e' or one of its dependencies. The system cannot find the file specified." A similar message pops up when my computer starts.

I tried removing every trace of ATI software and drivers, the C++ redistributable packages, rebooting and reinstalling. Repeated several times over and over again but no go. Any ideas?

hmm, I installed the latest Dell drivers, rebooted, installed these ATi drivers, rebooted, and then everything was good. These drivers seem stable and seem to work well.

To me that looks like some files from .NET Framework aren't loading correctly. CCC is a .NET app, and Windows 7 has .NET 2, 3, and 3.5 built-in - if reinstalling CCC didn't fix it, then their could be a problem with your .NET/Windows 7 installation. I did some Googling around and there are some ways to repair .NET, but as it's an OS component you might need to go as far as reinstalling Windows entirely to fix it. There are many things you can do before it comes to that though, such as :

Verify your .NET installation: .NET Framework Setup Verification Tool User's Guide - Aaron Stebner's WebLog - Site Home - MSDN Blogs
if there's problems you can try to repair .NET (actually verifies all of Windows): How to repair the .NET Framework 2.0 and 3.0 on Windows Vista - Aaron Stebner's WebLog - Site Home - MSDN Blogs
alternative article: How to repair the operating system and how to restore the operating system configuration to an earlier point in time in Windows Vista
Boot from Windows disc and choose recovery options...

You can also try to uninstall .NET using Programs and Features control panel (under 'Turn Windows features on/off') - just uncheck Windows .NET 3.5.1 framework feature, reboot, and then recheck it to reinstall it.

Lastly, maybe installing the latest version of .NET would help. .NET Framework 4 was just released last month and might fix the installation: http://www.microsoft.com/downloads/...51-5ff4-4491-b0e5-b386f32c0992&displaylang=en

Thanks, I tried the verification, everything looks fine. It tried turning 3.5.1 on/off (reboot/reinstall), and installing version 4 (reboot/reinstall), nothing helped. When I will have some more time I will actually try the repair. procedure.
