If so which SSD for System files in your opinion and out of your experience are stable and good. Not for gaming just everything else.

No, the SXPS16 is not SATA III(6GB), though you can still use SATA III drives in it with only a very minor performance decrease. If you're looking for stability as your #1 SSD criteria, then stick to Intel drives, though Crucial drives are also quite good.
What do you mean upgrade your T9600 to an i7?? You just can't replace the CPU, you'd have to get rid of your entire 1640 laptop and get a different used 1645. -
Different sockets for the T-series and i7's. You physically cannot do that, sorry.

Only the newest Sandy Bridge laptops are SATA 3.
If you want the most reliable SSD, look to get an Intel. They have the industry's lowest failure rates though a downside is their performance isn't always the best, but the average user won't see the difference.
And to get an i7, you'd be better off buying a whole new laptop. -
